Surveil Supports FOCUS 1.2 for Cloud and FinOps

Cloud cost data has never existed in a vacuum.

FinOps teams are now expected to manage far more than core cloud infrastructure. SaaS, PaaS, invoices, credits, currencies, and shared costs all shape the real picture of technology spend. That is why FOCUS 1.2 matters.

Surveil supports FOCUS 1.2, the FinOps Open Cost and Usage Specification release that expands standardized billing data beyond core cloud and further into today’s broader Cloud+ reality. FOCUS is an open specification for billing data that gives providers, practitioners, and tooling vendors a shared structure and common language for technology spend.

What Changed in FOCUS 1.2?

FOCUS 1.2 introduced several important advances.

The biggest shift was expanded support for SaaS and PaaS billing data. That matters because enterprise technology spend is no longer limited to infrastructure. FinOps teams increasingly need one view across cloud, software, and platform services, not separate models for each.

FOCUS 1.2 also added invoice reconciliation support through an invoice ID field that links charges, credits, and refunds back to provider invoices. That gives teams a more direct path from billing data to month-end close, chargeback, and financial validation.

Another important update was multi-currency normalization. For organizations operating across regions, providers, or pricing models, the ability to normalize billing data into a common currency is critical for budgeting, reporting, and financial analysis.

FOCUS 1.2 also sharpened cost allocation by adding more billing account and sub-account granularity, making it easier to assign spend with better business context.

Why FOCUS 1.2 Matters for FinOps Teams

FOCUS 1.2 reflects a simple truth: FinOps has moved beyond just cloud infrastructure.

The FinOps Foundation’s own language around FOCUS 1.2 centers on Cloud and unified reporting. That means bringing cloud, SaaS, and PaaS billing data into a more consistent model so practitioners can analyze spend more clearly, reduce duplicate charges, and work from one reporting framework instead of many.

That is a meaningful shift.

Without standardization, each provider introduces more terminology, more formatting differences, and more translation work. That slows reporting, weakens consistency, and makes it harder to connect spend to business decisions. FOCUS exists to reduce that friction and give FinOps teams a cleaner path to insight.

For vendors, that matters too. The FinOps Foundation’s guidance says adoption includes importing FOCUS-formatted datasets, exporting FOCUS data, using FOCUS terms in product experiences, and clearly documenting supported versions and any conformance gaps.

Our View

FOCUS 1.2 was an important release because it made the standard more relevant to how enterprise technology spend actually works.

Cloud decisions do not happen separately from software decisions. Finance does not care whether a cost came from IaaS, SaaS, or PaaS if it still affects budget, accountability, and outcomes. Standards need to reflect that reality.
