The AI experiment is over. The audit has begun.
Four questions every AI budget owner should be able to answer before leadership asks them.
By Per Skanne, Chief Product Officer · · 4 min read
For three years, enterprises were rewarded for trying AI. Now CEOs and CFOs want to know what it returned, and who answers for it. The question is no longer whether to use AI. It is which AI spend to defend and which to stop.
The money is moving faster than the proof
Gartner® forecasts worldwide AI spending will reach $2.7 trillion in 2026, up 49.5% in a single year.2 It also predicts over 40% of agentic AI projects will be canceled by the end of 2027, due to escalating costs, unclear business value or inadequate risk controls.3
The new October 2026 Gartner Emerging Market Quadrant for AI FinOps Tools – Startup Vendors, in which Surveil is recognized as a Pioneer, names the two risks the market is tackling: “Building unprofitable agentic AI products or features” and “Coding agents burning unrestricted tokens with no link to value.” It warns: “Leaders without real-time insight into AI spending risk unplanned cost spikes that can burn through annual budgets within months or even weeks.”1
Overspend on one side. No proof of value on the other. And the executive who approved the spend is the one who will be asked to explain it.
Why the invoice fails the audit
Two departments’ AI spend doubles in a month. In one, an agent qualifies sales leads and pipeline is up. In the other, an agent left running after a pilot calls a premium model nobody checks. On the invoice, they look identical. Cut both and you starve a growth engine. Keep both and the leak compounds.
Four questions to answer before you are asked
-
01
Where did it land?
The department, product, model or tool that absorbed the spend.
-
02
Who generated it?
A named person, team or agent, with an owner on every item.
-
03
Is it a growth area?
Whether the business has said it wants more of this.
-
04
Did the outcome move?
One KPI per use case, against a baseline taken before rollout.
Spend that passes all four has earned its budget. Spend that fails is a leak to close before the next budget review.
“The experiment phase rewarded speed. The audit phase rewards proof,” said Peter Turpin, Chief Executive Officer of Surveil. “Every AI dollar now needs an owner and a measurable return. The leaders who can show both will keep their budgets and their credibility.”
Built for the audit
Surveil for AI shows AI spend, usage, ownership and value in one view, across Azure AI services, Microsoft 365 Copilot, Microsoft 365 and Copilot Studio agents, Anthropic Claude and shadow AI. Smart tags give every unit of spend an owner. Near real-time anomaly alerts catch spikes before they reach the bill, and native MCP brings that data into customers’ own AI agents and workflows. Surveil also ties Copilot use to tasks and time saved, so leaders can show what AI returns, not only what it costs. Access is read-only, with nothing to install.
We are proud to be recognized as a Pioneer in the Gartner report, and we believe it reflects that focus: giving every AI dollar an owner and a measurable return.
